The Addresses are assigned by the router itself.. I'm running on DHCP. The only one that was fixed was PlayOnHD
I don't really understand by the two ranges, I just copied it from my Router page..

Don't really understand what you mean by:
i would set the dhcp range from
192.168.1.128 to 192.168.1.253
and use 192.168.1.1 till 192.168.1.127 for static use.
so all devices set to automatic address will be given an address from the dhcp server
from 192.168.1.128 to 192.168.1.253
all devices using static you give them any address from 192.168.1.1 till 192.168.1.127
